[Why Korea 21] Why South Korea Weighs Your Food Waste Before Taking It Away?

At a guesthouse my friend runs on Jeju Island, the instructions for sorting food waste are posted on the wall — in English, Japanese, and Chinese, with pictures.

At first I thought, does throwing away trash really need a manual? But once you look closer, it makes sense. Rice counts as food waste, but chicken bones don't. Some fruit peels are fine, others aren't. And you're supposed to drain the liquid out first.

Here's the thing, though — it's not just foreigners who get confused. Until recently, I was throwing onion skins in the food waste bin myself. And I've lived in Korea my whole life.

So I got curious. Why did Korea end up building a system this complicated in the first place?

Not everything that came from food counts as "food waste"

The simplest rule of thumb is this: it's not about whether something is edible, but whether it can be turned back into feed or another usable resource.

And this confusion isn't just a Jeju guesthouse problem. As its foreign-resident population grew, Seoul saw enough confusion and complaints over sorting rules that the city ended up printing guidance in ten different languages. If a native-born Korean like me still gets it wrong, the multilingual signage clearly wasn't overkill.

Chicken bones, shellfish shells, hard seeds like peach pits — these all count as general waste. They're either hard for animals to digest or risk jamming processing machinery. Onion skins fall into the same bucket: tough, dry peels like these are classified as unsuitable for the resource-recovery process. Which means my years of getting it wrong weren't random — there was an actual reason.

The tricky part is that the exact rules shift slightly from one municipality to the next. That's why local governments keep churning out sorting-guide apps and posters. The system is precise, but the rules aren't always intuitive — which is why even Koreans end up googling it sometimes.

So why did Korea take it this far?

It wasn't that Korea started out with an unusually strong environmental conscience. This was more a case of being backed into a corner by practical problems.

Korea is a small, densely populated country. Landfill space is limited, and as urbanization accelerated, simply burying moisture-heavy food waste became harder and harder to sustain. Leachate, odor — these were the recurring complaints from communities near landfills.

So the system was built in stages. In 1995, a nationwide volume-based waste fee was introduced, establishing the basic principle: you pay for what you throw away. Then in 2005, directly landfilling food waste was banned outright. You could no longer just bury it in the ground.

RFID (radio-frequency identification) entered the picture somewhere in the middle of this timeline. A handful of municipalities began piloting it around 2010–2011, and by 2013, a weight-based fee system for food waste was formally rolled out nationwide — though at the time, this included not just RFID but also prepaid chips and designated bags. RFID was simply the more technologically advanced option among them, and it's since become the most widely used.

The mechanism itself is straightforward. Tap your card, the bin opens, and a built-in scale weighs what you drop in. That number shows up on next month's bill.

Now imagine if your gym membership card charged you based on your body weight every time you scanned it. Horrifying — but you'd have no choice but to lose weight.

Food waste works the same way. Once you know the exact weight gets logged the moment you throw it out, you start, almost without meaning to, throwing away a little less.

Korea isn't the only country that collects food waste separately or turns it into compost. Many European countries have dedicated organic-waste bins at home, and Japan regulates heavily at the corporate and distribution level. What sets Korea apart is that it didn't stop at sorting — it applied a system that charges by weight, tracked via RFID, all the way down to the household level.

According to the Korea Environment Corporation (K-eco), the RFID food waste management system is now registered in 186 municipalities and about 8.61 million households nationwide, covering roughly 59% of apartment households.

To sum it up: as landfill space ran short, Korea started sorting; sorting created the need for a way to turn waste back into resources; and managing that process is what built the system we see today.

Where does all that separated food waste actually go?

After all that trouble sorting it — what does it actually become?

Collected food waste is broadly converted into three things: animal feed, compost, and biogas. According to figures reported in 2025, roughly 42% of recycled food waste becomes feed, 33% becomes compost, and 16% becomes biogas.

And this is where that famous number shows up. "South Korea recycles 95% of its food waste" — you've probably seen this line somewhere before.

Look closer, though, and the number turns out to shift depending on the source.

The discrepancy is likely a matter of what's being measured — recycled amount as a share of what's separately collected, versus as a share of total waste generated, plus differing survey years. Either way, the broader claim — that most separately collected food waste in Korea does get turned back into a resource — holds up consistently across sources.

One thing worth being clear about, though: a high recycling rate doesn't mean less food waste is generated in the first place. Korea's real strength isn't "we don't produce waste" — it's "we've built a system that turns almost all the waste we do produce back into something usable."

Still, it's not a perfect system

That said, the system isn't airtight.

Because fees are weight-based, illegal dumping and sneaking food waste into general trash still happen. Some areas — studio apartments and smaller residential neighborhoods, for instance — still lack RFID infrastructure. And because sorting rules vary subtly by municipality, plenty of people find themselves confused all over again every time they move.

So this is less a finished product than a system that's still being patched and adjusted.

And the hassle led somewhere unexpected. Because taking out food waste is such a recurring annoyance, more households have started buying countertop food-waste processors — machines that dry or break down scraps at home to cut down the volume. A system built out of inconvenience ended up growing a small appliance market of its own.

So, Why Korea?

Korea didn't build this system because it started out as an environmental frontrunner. It's closer to the result of stacking policies one on top of another under real pressure — limited land, scarce landfill space, rapid urbanization.

We've seen this shape before. [Korea's broader shift toward environmental policy] followed the same pattern — not a head start, but a series of choices made under pressure.

That result has since become a case study cited internationally. But for the people actually living inside the system, it's still just a daily hassle.

The foreign tourist standing in front of that Jeju guesthouse instruction sheet, carefully sorting each item by the pictures — and me, who was mishandling onion skins until not long ago — we're both operating inside the same system, in the end.

It's an inconvenient, complicated system. But if what we sort really does get turned back into a resource, that at least explains why we bother going through the trouble.
