[Why Korea 13] The Country That Had No Guns. How Did It Become the World's Armory?

July 2026, Ankara, Türkiye.

The President of Korea took the stage at NATO's defense industry forum. He said this: "Let's move beyond simply trading weapons systems, toward a partnership where we research together, produce together, and operate together." NATO's Secretary General called Korea's defense industrial base "fantastic."

After that speech ended, I couldn't shake one thought.

A little over seventy years ago, this country barely had a gun to its name.

1950: We Had Nothing

Before dawn on June 25, 1950, North Korean troops crossed the 38th parallel.

The Korean military had the will to fight, but not the weapons to fight with. Mostly surplus M1 rifles supplied by the US military after World War II — no tanks worth the name, barely any artillery, and next to no anti-tank weapons or ammunition reserves. North Korea pushed south behind Soviet T-34 tanks. In the opening days of the war, Korea's forces collapsed with almost nothing to stop them.

Then the world moved.

Under a UN resolution, sixteen nations, led by the United States, rushed to the Korean peninsula. The US, Britain, Canada, Australia, Turkey, Ethiopia, Colombia — countries from the other side of the planet bled on this soil. When the war ended, Korea had survived.

But we had nothing left. No weapons, no technology, no know-how. To survive, we had to depend on everyone else for everything.

That desperation is what set Korea on a different path.

Learning to Build: From America, From Japan, From Germany

Korea's first strategy was simple. Learn from anyone willing to teach.

From America, Korea learned rifles. In 1971, the Korean government licensed M16 production technology from Colt, paying royalties for the right. Government-selected engineers traveled to the US and spent a year mastering the manufacturing process. When they came home, Korea's first domestically made rifle rolled off the line at the Busan arsenal. It was stamped with the serial number "NO.1."

From Japan, Korea learned shipbuilding — through Japanese firms, licensing deals, and technology partnerships, not a single handoff but years of hands-on learning. From Germany, Korea learned submarines. In the 1980s, Korea's navy licensed the 209-class submarine design from Germany and built its own production capability from there. Decades later, Korea and Germany found themselves competing head-to-head for one of Canada's largest submarine programs — a twelve-submarine, multibillion-dollar contract worth roughly $45 billion over its lifetime. In July 2026, Canada picked Germany's TKMS as its preferred bidder. Korea didn't win this one. But the contest ran three years, came down to the wire, and by most technical assessments Korea's bid matched Germany's — it was Canada's NATO-alignment considerations, not performance, that tipped the scale. The student had become someone the teacher could no longer simply outclass.

In the Gaps of the Cold War: Taking Apart a Russian Tank

In 1990, as the Cold War wound down, Korea lent the Soviet Union $1.47 billion.

When the USSR collapsed and became Russia, there was no money left to repay it. Russia's alternative was weapons. That's how the Brown Bear Project began. Starting in 1995, Russian hardware arrived in Korea: 33 T-80U tanks, 33 BMP-3 armored vehicles, and more.

Here's the part that matters. Access to the core technology inside American weapons stayed tightly restricted — Washington kept a firm hand on what could be licensed, studied, or reverse-engineered. Russia was different.

Not an enemy. But not a teacher, either. And still, Korea took the tank apart.

Korean engineers took the T-80U apart down to its components — not to copy it, but to understand it. The autoloader, the composite armor, the neutron shielding — piece by piece, they studied all of it. That knowledge shaped the development of the K2 Black Panther tank, and Korea's Cheongung missile system benefited from what engineers learned studying systems like Russia's S-300. A transaction that began as debt repayment became a turning point for Korea's defense technology.

Space followed the same script.

In 2004, more than 120 Korean researchers were sent to Russia to work on the Naro rocket program. Russian security escorts shadowed every meeting to prevent core technology from leaking, but Korean researchers didn't give up. They followed their Russian counterparts to dinners, to drinks, chasing one more sentence of insight. That effort later earned a name of its own: "the vodka operation." It became the seed of Korea's space technology.

So, Why Korea?

Korea's defense industry wasn't built alone.

Without the sixteen nations that bled during the Korean War, Korea wouldn't exist today. Without America, Japan, and Germany sharing their technology, this industry would never have had a seed to grow from. Without Russia selling tanks in a gap the Cold War left open, the K2 would look nothing like it does now.

The country that once learned now stands somewhere different from the countries that once taught it. The US began looking to Korea as a partner to help rebuild its own shipbuilding capacity. Germany only narrowly came out ahead of Korea in a fierce, years-long contest for a submarine contract with Canada. And at that NATO forum, it was Korea that put a defense partnership on the table — with NATO on the receiving end of the offer.

None of this is a coincidence.

Korea absorbed what it was given, built on it, and became a country that makes what the world needs. That was true of semiconductors. It was true of shipbuilding. Now it's true of defense.

The voice that echoed from that stage in Ankara may, in its own way, be a reply — sent seventy years late to the citizens of the world who fought beside us on this peninsula.
